On July 1, 2025, Zhonglun W&D Law Firm was appointed as the legal counsel for the 2025-2027 term of the Belt and Road Construction Promotion Center under the National Development and Reform Commission (NDRC), thanks to its profound expertise and extensive experience in projects of the “Belt and Road Initiative”. The legal team includes the founding partner Wen Chen and partner Qishen Fu of Zhonglun W&D Law Firm.

The Belt and Road Construction Promotion Center is a public institution directly under the National Development and Reform Commission (NDRC), established to implement China’s Belt and Road Initiative (BRI) and the outcomes of the Belt and Road Forum for International Cooperation. Focusing on high-quality BRI cooperation, it organizes expert discussions and advances policy research. Its key responsibilities include conducting research on major BRI-related issues, policies, regulations, and international cooperation, as well as analyzing the political and economic situations of partner countries; facilitating policy implementation, strategic planning, and major cooperation initiatives; supporting foreign collaboration, relevant assistance programs, talent exchanges, and publicity activities; and undertaking additional tasks assigned by the Office of the National Leading Group for Promoting the Belt and Road Initiative. 

This appointment marks the seventh consecutive year since 2019 that Zhonglun W&D Law Firm has provided legal services for the Belt and Road Construction Promotion Center, reflecting the firm’s recognized contributions in previous years. In the new service term, Zhonglun W&D Law Firm will continue leveraging its legal strengths in the “Belt and Road Initiative” projects to support the advancement of this global initiative.
