On November 6, 2025, the 3rd Training and Exchange Activity cum Internal Seminar of the Administrative Policy and State-owned Assets Operation Legal Professional Committee (hereinafter referred to as the "Professional Committee") of Zhonglun Wende Law Firm was successfully held. The event aimed to focus on the practice of administrative law enforcement innovation and government information disclosure, and explore new paths for the collaborative development of the Professional Committee. Lawyer Cao Chunfen, Director of the Professional Committee, and Lawyer Wu Jian, Deputy Director, participated in on-site exchanges and interactions, and delivered speeches at the internal seminar of the Professional Committee.
Hosted by Lawyer Du Shiqing, Secretary-General of the Professional Committee, the event themed "Practice of Administrative Law Enforcement Innovation and Government Information Disclosure – Cross-regional Experience Integration and Compliance Capability Improvement" adopted a combined "offline + online" model, gathering committee members and lawyers from the headquarters and various branch offices to participate. The event included two key sessions: thematic training and internal seminar, aiming to further enhance the professional service capabilities and collaborative level of the Professional Committee through cross-regional experience learning and internal construction exchanges.
In the thematic training session, Lawyer Zhuge Danhua, Consultant of the Professional Committee and from Hangzhou Branch, took Zhejiang Province's "comprehensive integrated" administrative law enforcement reform as an example to share insights from the dual perspectives of government legal counsel and administrative litigation agent. In terms of mechanism innovation, she introduced the integration of law enforcement matters through "one list for law enforcement" and "one team for unified management", which promotes the downward shift of law enforcement focus and solves the problem of "multiple law enforcement" at the grassroots level. In terms of digital empowerment, relying on a unified law enforcement platform to realize "comprehensive inspection once" reduces repeated inspections on enterprises and improves law enforcement efficiency. Regarding the dual-role value of lawyers, she emphasized that in the reform, lawyers can not only provide institutional design suggestions for the government but also represent administrative counterparts in safeguarding their legitimate rights and interests through procedures such as hearings and information disclosure.
Lawyer Huang Guofu, Director of the National Institutions and Public Policy Center of the Professional Committee and Partner of Tianjin Branch, delivered an in-depth analysis on the topic "Practice of Administrative Law Enforcement and Government Information Disclosure" combined with typical cases. In terms of defining information attributes, through cases such as municipal administrative organ information disclosure cases and the Sun Murong information disclosure case, he clarified the distinction standards between government information and Party affairs information, procedural information, and internal management information, emphasizing the need to avoid legal risks caused by conceptual confusion in the performance of duties. In terms of rigid procedural requirements, he stressed that the time limits specified in the "Regulations on Government Information Disclosure" must be strictly followed from application acceptance, supplementary notification to solicitation of third-party opinions to ensure procedural legality. For information involving trade secrets, he emphasized the need to legally solicit third-party opinions and make discretionary decisions based on public interests.
In the internal seminar of the Professional Committee after the training, members reached multiple consensuses around three major topics: improving the efficiency of the Professional Committee, planning key directions, and implementing work mechanisms.
Lawyer Cao Chunfen, Director of the Professional Committee, stated that the committee will continue to actively build a platform for business exchange and development, promote interaction and business collaboration between the headquarters and branch offices. Each subsidiary center of the Professional Committee (National Institutions and Public Policy Center, State-owned Assets and State-owned Enterprises Operation Center, and Administrative Reconsideration and Administrative Litigation Center) can give full play to their respective professional advantages, actively carry out various professional seminars and business exchange activities, strengthen cross-regional linkage mechanisms, and jointly undertake major regional projects. The Professional Committee will also strengthen the training of young lawyers, and improve their professional capabilities through case sharing and participation in practical projects.
Lawyer Wu Jian, Deputy Director of the Professional Committee, said that the committee will carry out research projects in fields such as national institutions and policies, administrative reconsideration and litigation, and state-owned assets operation, update policy interpretations and typical cases in real time, further strengthen the regular exchange mechanism, hold regular regional experience sharing sessions, and promote the transformation of "cross-regional experience" into "localized practice".
Committee members participating online and offline also actively offered suggestions and conducted in-depth discussions. Everyone unanimously affirmed the preliminary work of the Professional Committee and expressed their willingness to increase participation and support to contribute to the development of the committee.
This training and seminar not only deepened the members' understanding of the practice of administrative law enforcement and information disclosure but also condensed development consensus through internal construction exchanges. Adhering to the principles of "professional collaboration and result-oriented", the Professional Committee will continue to help the law firm build a high-end service brand in the fields of administrative law and state-owned assets operation.
