Hector FAN is Director of the Management Committee and currently Senior Partner and at Zhonglun W&D Law Firm Shanghai Office. He holds dual master’s degrees from Shanghai Maritime University and Shanghai Jiao TongUniversity. His professional expertise spans maritime law, insurance, capital markets, and securities, with extensive experience in legal practice.
Since 2011, he has handled numerous complex insurance, maritime, and commercial disputes, including insurance-related cases such as fire accidents, ship collisions, oil pollution, personal injury, salvage operations, and general average. He provides comprehensive legal services to insurers, shipowners, logistics companies, and cargo owners.

Maritime Cases
1. In 2024, represented an insurance company in a vessel insurance contract dispute concerning M/V "Yuxiangsheng 15000". The defense arguments were upheld by the court, leading to the dismissal of the insured party's claims.
2. In 2024, represented an insurance company and the shipowner in the collision case between M/V "Xinghongda 8" and M/V "Huataishan", which also hit the dock, ultimately achieving a full settlement.
3. In 2024, represented an insurance company in a maritime cargo damage claim and recovery action, ultimately securing satisfactory compensation from the ship.
4. In 2023, represented Dalian PICC in a maritime cargo transportation insurance contract dispute. The defense was supported by the Shanghai Maritime Court, resulting in the dismissal of all the claims of the insured.
5. In 2023, represented cargo insurers in a series of disputes involving the collision between M/V "Demou" and M/V "Changmou", including salvage claims. Achieved full recovery of compensation. The case was selected by the Supreme People's Court as the "2023 National Maritime Trial Typical Case" on June 8, 2024.
6. In 2023, represented the shipowner and hull underwriters in the collision incident involving M/V "AMC NAVIGATOR" and M/V "WAN HAI 288" and finally achieved a comprehensive settlement through litigation and negotiation.
7. In 2023, represented PICC Jiangsu in a salvage cost claim arising from a mechanical failure of M/V "Sunshine Tour," reducing losses by 75%.
8. In 2023, represented the operator of M/V "Guoyu 702" in a collision with M/V "Helun 8" 0.5 nautical miles south of Guangzhou Port Buoy 43, securing settlement and a satisfactory result for the parties.
9. In 2022, represented China Life in a vessel insurance contract dispute involving M/V "Chujiang 86". The defense was upheld by the court, dismissing all claims by the insured.
10. In 2022, represented China Life Lu 'an City Central Branch in claims arising from a collision between M/V "Huoqiu 866" and M/V "Shunyi 819,", significantly reducing losses for both the shipowner of M/V "Huoqiu 866" and claims by M/V "Shunyi 819".
11. In 2022, representing PICC Jiangsu, handled the claims for crane repair costs of the insured vessel, M/V "NEW PIONEER" and achieved significant loss reduction.
12. In 2022, entrusted by the cargo insurer of M/V "Xiangzhuzhouhuo 1517" to handle cargo damage recovery matters, achieving a recovery rate exceeding 80%.
13. In 2021, represented M/V "Ningfengyou 1" in the collision case with M/V "ASTRO CHLOE", wherein the court upheld the defense pleadings and adjudicated to dismiss the claimant's claims in their entirety.
14. In 2020, represented the shipowner and insurer of M/V "Xingwang 111" in a dock collision case. Argued that the dock had been struck by multiple vessels, making it impossible for the dock party to distinguish the extent and scope of each impact. Furthermore, there was no mutual connection between the vessels, and thus, no possibility of joint liability existed. Ultimately, the dock withdrew the lawsuit.
15. In 2021, entrusted by the China Life Shipping Insurance Operation Center to handle the collision case between its insured vessel, M/V "Laizhou 66" and M/V "Yangzi 16".
16. In 2019, presented China Life Taizhou Branch in handling the maritime collision case and marine insurance claim settlement concerning M/V "Yongfeng 8". After obtaining the insurance compensation, the shipowner of M/V "Yongfeng 8" filed a lawsuit over the deductible, but the court dismissed all its claims.
17. In 2018, represented the insurer and shipowner of M/V "QINFA 18" in a collision at the Yangtze River Estuary, achieved a mutually satisfactory results for both the insurer and the shipowner.
Insurance Cases
1. In 2025, represented the insurer of a product liability insurance policy in a case involving a fire caused by the insured's machinery that resulted in a fatality. A settlement was reached with the victim's family, and the case was satisfactorily resolved.
2. In 2024 Represented AXA Tianping in an employer's liability insurance dispute against Henan XX Vehicle Inspection Co., Ltd., with defense arguments fully upheld by both trial and appellate courts, resulting in dismissal of all claims filed by the insured.
3. In 2024, represented a digital printing company in Henan in a subrogation claim initiated by an insurance company. The defense arguments were upheld by both trial and appellate courts, leading to the dismissal of all claims from the insurance company.
4. In 2024, appointed by the public liability insurer of Walmart, represented Walmart multiple times in defense against claims related to safety obligations arising from injuries sustained by claimants. The defense arguments were upheld by various courts, resulting in the dismissal of all claims against Walmart.
5. In 2023, represented Sunshine's Beijing branch in a cargo insurance subrogation action against an online platform, carrier, and affiliated company., and received full support from both trial and appellate courts.
6. In 2022, represented AXA Tianping in a fire damage claim and subrogation case, ultimately recovering 75% of the compensation from a logistics company in Shenzhen.
7. In 2022, represented AXA Tianping in a cargo insurance subrogation case, pursuing recovery from a logistics company and its sole shareholder along with their insurer, and received full support from both trial and appellate courts.
8. In 2022, represented Dadi Insurance Shanghai Branch in a cargo insurance contract dispute with an insured logistics company. The defense was upheld by both trial and appellate courts, leading to the dismissal of all claims made by the insured.
9. In 2022, represented AXA Tianping in a dispute regarding employer's liability insurance with a shelf installation team. The defense arguments were upheld by both trial and appellate courts, resulting in the dismissal of 80% of the claims made by the insured.
