Lawyer Deng Bin, a senior partner at Beijing Zhonglun W&D (Changsha) Law Firm, is among the first batch of leading arbitration talent cultivation candidates designated by the Hunan Provincial Department of Justice. He also serves as the Deputy Director of the Finance, Assets, and Member Benefits Committee of the Changsha Lawyers Association. 

His professional expertise covers dispute resolution, bankruptcy reorganization and liquidation, banking and finance, as well as providing perennial legal counsel to government entities and enterprises. Appointed by the courts, he has acted as the responsible administrator (liquidation group lead) and has handled over 10 cases involving enterprise bankruptcy reorganization, liquidation, and compulsory liquidation. Additionally, designated by arbitration commissions, he has presided over and concluded more than 100 arbitration cases as either a sole arbitrator or a presiding arbitrator.

Achievements

  • Served as legal counsel for several organizations including a municipal health commission, a Changsha Bank branch in a certain city, and Hunan XX Technology Co., Ltd.; 
  • Represented clients in dozens of administrative reconsideration and administrative litigation cases; 
  • Acted as the lead administrator for the consolidated reorganization of a technology company and its affiliated enterprises, drafting the Consolidated Reorganization Plan Draft which was approved by the court; 
  • Served as the lead liquidator in the compulsory liquidation of an aluminum company, formulating the Liquidation Plan that was fully executed, leading to the closure of the liquidation proceedings; 
  • Represented clients in multiple enforcement proceedings involving applications to add judgment debtors and litigation over enforcement objections, successfully adding debtors and achieving full or partial debt recovery for clients; 
  • Represented Guangzhou XX Investment Co., Ltd. in a private lending enforcement case where the borrower had been missing and no recovery had been made in five years (involving over RMB 3 million). Through multiple investigations, evidence was obtained that the borrower had transferred assets to evade enforcement. By applying to the court to refer the case to public security authorities for investigation into the crime of refusing to enforce a judgment, the lawyer successfully helped the client recover RMB 1.5 million
